The proposed HOS regulations have now been submitted to the Office of Management and Budget. This is the next required step in the approval process. Upon OMB review the proposed regulations will be returned to the DOT.
As you recall, the initial target for the finalization of the proposed regulations was July, 2011. This was then extended to October 28, 2011. This was again extended with a status report to be submitted to the Court by November 28.
